2.2 Equities Equities are eligible as tier two assets in three euro area countries .

Under Tempus III the Central and Eastern European countries which have signed an Association Agreement with the European Union, i.e. the candidate countries, are no longer eligible for Tempus funding.

As candidate countries from Central and Eastern Europe are no longer eligible for Tempus support, new ways should be explored in order to secure the transfer of know how from candidate countries from Central and Eastern Europe to Tempus Tacis countries.

Would counterparties have a general interest in using bank loans as collateral , in particular in those countries where they are not currently eligible ?

Moreover , credit risk limits for countries , issuers and counterparties are set up to limit the exposure to any eligible country , issuer and counterparty .

In some countries these eligible assets also include non marketable assets , such as private bank claims , bills of exchange and non marketable bonds .

This favourable opinion is even stronger in countries where these assets are already eligible and represent a significant part of the collateral used .
